These laws may be relevant when a local authority, university, student's union or society, uses or permits the use of words or behaviour which incite hatred of Jews, perhaps through the use of blood libels against Israeli Jews.

Part III of the Public Order Act 1986 provides for offences involving racial hatred.

They all require -

  • the use of threatening, abusive or insulting words or behaviour
  • the intention or likelihood that racial hatred will be stirred up.

Racial hatred means hatred against a group of persons defined by reference to colour, race, nationality or citizenship, or ethnic or national origins.

Section 127(1) of the Communications Act 2003 creates the offence of sending by email or other electronic message that is grossly offensive or of an indecent, obscene or menacing character. This provision does not specify racial hatred, but in 2018 an Oxford man was convicted under it for sending antisemitic messages to a Jewish customer.
