What is the public sector?
Local authorities and universities (mainly)
It's not necessary for us to define the public sector, since the relevant laws define "public authorities" in more or less the same way.
In practice most of ELAPSA's work relates to local authorities and universities.
For convenience we include students' unions in our
definition of the public sector, though they are not public authorities.
